eBay seller protection is an essential aspect of selling on eBay. Sellers are responsible for all aspects of their listings, including shipping and handling costs. But if a buyer does not receive the item they purchased or claims to have received it damaged, eBay will step in to make sure the seller will not be compromised. Direct card payments are convenient for both buyers and sellers, but the downside is that disputes between the two parties often end up invoking the credit card chargeback process, which has a tendency to cause major headaches for sellers. Fortunately, eBay also offers some internal guarantees and protections that can sometimes circumvent the chargeback process.

eBay caters to its clients: vendors and merchants. To protect its sellers, the platform created several seller protection programs. There are four distinct policies eBay enacts to resolve disputes for you and all buyers:

eBay does provide seller-specific protections, as they hope to defend merchants from abusive customer behaviors and different forms of friendly fraud. eBay will refund the sale amount, waive dispute fees, remove negative feedback, and provide shipping credits if you prove that a customer made a false claim. Such seller protection policies deter disputes based on buyer's remorse, forgetfulness, or charge misunderstandings (common reasons cited by customers who file a chargeback). Merchants must follow eligibility requirements and eBay gives final judgment on all disputes.

I changed my mind about playing it and decided to sell the product on ebay unopened.I applied bubble wrapping to give the game extra layer of protection and posted the item for sale.

The PayPal transaction process does not transmit information about the bank account or card numbers on either the seller's or the buyer's side. Its encryption method is designed to protect the information from hackers. PayPal also has a seller protection policy that reimburses any losses attributable to its services.

To solve this problem, PayPal tailored its product to cater more to business accounts. Instead of relying on interests earned from deposited funds, PayPal started relying on earnings from service charges. They offered seller protection to PayPal account holders, provided that they comply with reimbursement policies. For example, PayPal merchants are either required to retain a traceable proof of shipping to a confirmed address or to provide a signed receipt for items valued over $750.[citation needed]

In the United States, PayPal is licensed as a money transmitter, on a state-by-state basis.[162][163] But state laws vary, as do their definitions of banks, narrow banks, money services businesses, and money transmitters. Although PayPal is not classified as a bank, the company is subject to some of the rules and regulations governing the financial industry, including Regulation E consumer protections and the USA PATRIOT Act.[164] The most analogous regulatory source of law for PayPal transactions comes from peer-to-peer (P2P) payments using credit and debit cards. Ordinarily, a credit card transaction, specifically the relationship between the issuing bank and the cardholder, is governed by the Truth in Lending Act (TILA) 15 U.S.C. 1601-1667f as implemented by Regulation Z, 12 C.F.R. 226, (TILA/Z). TILA/Z requires specific procedures for billing errors, dispute resolution, and limits cardholder liability for unauthorized charges.[165] Similarly, the legal relationship between a debit cardholder and the issuing bank is regulated by the Electronic Funds Transfer Act (EFTA) 15 U.S.C. 1693-1693r, as implemented by Regulation E, 12 C.F.R. 205, (EFTA/E). EFTA/E is directed at consumer protection and provides strict error resolution procedures. However, because PayPal is a payment intermediary and not otherwise regulated directly, TILA/Z and EFTA/E do not operate exactly as written once the credit/debit card transaction occurs via PayPal. Basically, unless a PayPal transaction is funded with a credit card, the consumer has no recourse in the event of fraud by the seller.[165]

The PayPal Buyer Protection Policy states that customers may file a buyer complaint for not receiving an item or if the purchased item was significantly not as described. The customer can open a dispute within 180 days from the date of payment and escalate it to a claim within 20 days from opening the dispute. Buyers using a credit card might get a refund via chargeback from their credit-card company. However, in the UK, where such a purchaser is entitled to specific statutory protections (that the credit card company is a second party to the purchase and is therefore equally liable in law if the other party defaults or goes into liquidation) under Section 75 Consumer Credit Act 1974, the purchaser loses this legal protection if the card payment is processed via PayPal.[177]

According to PayPal, it protects sellers in a limited fashion via the Seller Protection Policy. In general, the Seller Protection Policy is intended to protect the seller from certain kinds of chargebacks or complaints if the seller meets certain conditions, including proof of delivery to the buyer. PayPal states the Seller Protection Policy is "designed to protect sellers against claims by buyers of unauthorized payments and against claims of non-receipt of any merchandise". The policy includes a list of "Exclusions" which itself includes "Intangible goods", "Claims for receipt of goods 'not as described'", and "Total reversals over the annual limit".[179] There are also other restrictions in terms of the sale itself, the payment method and the destination country the item is shipped to (simply having a tracking mechanism is not sufficient to guarantee the Seller Protection Policy is in effect). The PayPal Seller Protection Policy does not provide the additional consumer protection afforded by UK consumer legislation (most notably the Consumer Rights Act 2015) and in addition, it cannot be enforced in the Courts because PayPal operates from Luxembourg, outside all three of the UK legal jurisdictions.[180]

If a buyer is unhappy with a transaction, they have the right to contact the institution which issued the credit or debit card used for the purchase and file a chargeback. That means the payment gets reversed; the funds are deducted from your account, and the customer is reimbursed. This happens at the bank level, and eBay has no influence over the situation. They provide no protection from bank chargebacks.

For example, this was originally an INR case that was decided in my favor, then the buyer tried to go to their credit card instead. The credit card company decided in the buyer's favor and the buyer did receive a refund, but I was covered by seller protections, so the refund was not deducted from my account and I was not charged the $20 dispute fee.

CEO Jamie Iannone and GM North America Jordan Sweetnam both spent a lot of time talking about seller relations at eBay Open Online last month. Jamie called out several places where eBay is looking to add additional seller protections, specifically referencing the fact that managing payments puts eBay in a position to have more control over the entire payment process on the platform. Read the negatives and avoid sellers with feedback left by buyers who received gift cards without a balance. You may want to also avoid new sellers with no proven track record.5. What seller feedback can I trust? Purchasing from an eBay seller with positive feedback isn't necessarily a fail safe as it's easy for scam artists to hack into a dormant seller's account. The seller then can build a strong feedback history by having other fraudulent sellers buy $0.01 items and register positive feedback. This is a very quick and inexpensive way for them to build up credibility. In some instances, the buyer and seller are the same person. Also, honest buyers may leave positive feedback before realizing they've been cheated, particularly in the case of credit card fraud when problems may take a while to show up.6. Should I buy multiple cards from a seller at the same time? To combat scams, eBay only allows sellers to auction one card per week. Sellers also may not include multiple cards in the same listing. Again, the seller may not be aware of these rules, but why take a chance?10. What do I do if I receive an empty card? Call the 1-800 number listed on the back of the card to verify the last-transaction date. Contact the seller immediately via the eBay messaging system and send them this information, allowing at least one business day for a response. If you don't hear back, report the seller to eBay and leave a negative feedback post on that seller's account.11. What if I don't receive a card within the specified shipping time? Five to10 days is considered a reasonable amount of time for shipping. If you don't receive your card within that time period, contact the seller using the eBay message system. If you don't receive a response, you've been scammed, so report the seller to eBay, post a negative feedback and buy from other sellers in the future.12. Can I get my money back from fraudulent sales? Contact your credit card company and request a charge-back via a claim of non-receipt, as per the card's consumer protection plan. This is why we recommend you fund your PayPal account with a credit card.13. Can I get my money back if I didn't use a credit card for PayPal? You can file a PayPal non-receipt claim within 45 days. If you receive a ruling in your favor, PayPal must attempt to collect from the seller. Scammers likely will have closed their PayPal account and disappeared.
